Clerk reports FEMA rezoning steps, IRS penalty and library events; police hiring update included

Clerk/Treasurer Holly Malaszuk briefed the Village of Elmwood Board on Oct. 14 about a FEMA-related rezoning step and a near-term IRS payment deadline.
Malaszuk said a professional land surveyor is working with FEMA to reclassify lots in the Nelson Development that are currently mapped as floodplain; the Community Acknowledgement form requires a signature and she recommended routing it to the Zoning Board Committee for review. The board did not make a final decision on rezoning at the Oct. 14 meeting.
Malaszuk also reported that the IRS has assessed a penalty of $20,625.32 for not filing the December 2022 941 forms; penalty abatement letters have been sent and payment is due Oct. 23. The clerk indicated limited expectation of a refund.
Library Board member Nick Andrews described library participation in a Craft Sale on Nov. 9 at the Village Auditorium and plans to offer crafts and activities at an early Thanksgiving Dinner on Nov. 23; the library has joined Friends of the Library and will sell a limited number of raffle tickets to support a new roof fund. Malaszuk said volunteer drivers from Staying Put will provide rides on Election Day, and the clerk's office will assist with absentee ballots at Welcome Home on Nov. 1.
The police report, read by Jason Severson from Chief Thibado's report, showed 30 calls for service this month (up 11 from last month), ongoing camera updates and that a candidate is moving forward in the hiring process for an open officer position. No formal action was taken on the FEMA item or the IRS matter at the meeting.
