Elmwood to enforce cat-licensing rules after nuisance complaints

President Neil Boltik told the Elmwood Village Board on Jan. 13 that the Village will begin enforcing an existing ordinance requiring cats to be licensed and to remain on their owners' property after repeated nuisance complaints.
Boltik said the ordinance book already contains a licensing requirement but that the rule had not been actively enforced until now. He said, within Village limits, cats should not be outside unless on a leash or in a secure enclosure and urged residents to be responsible pet owners.
Board members scheduled a more detailed discussion of animal-control policy for Jan. 14 at 6 p.m. so staff and the board can consider enforcement procedures and possible updates to public outreach. That session was described in the meeting as a postponement of broader animal-control action so staff can prepare details for the board.
No costs, fines, enforcement timeline, or ordinance number were provided during the meeting. The board did not approve a new ordinance at the Jan. 13 meeting; officials said they will rely on the existing ordinance language and return with implementation details at the Jan. 14 discussion.
