Council grants permission for Little Free Library; resident proposes re-establishing recreation programming

Council members on Oct. 26 approved a resident's proposal to install a Little Free Library on Borough property near the Plant Street soccer field and heard a separate suggestion to investigate re-establishing a formal recreation department.
Councilwoman O'Dell introduced the Little Free Library idea and said resident Krista Hornyak submitted plans and specifications; Hornyak would build, maintain and operate the library and provided a COVID-safe operating plan. Mayor George P. Hutnick granted permission for placement on Borough property and later in public comment Hornyak thanked the council.
Resident Vicky Schroder proposed exploring a traditional recreation department to coordinate senior events, outdoor movies, Ogdensburg Day and fireworks, noting funding and volunteer recruitment would be required. Council members said the borough had a recreation function previously and that COVID-19 and winter will complicate immediate implementation, but they expressed openness to planning and volunteer involvement.
No formal ordinance or budget appropriation was adopted at the meeting; the items were recorded as approvals and suggestions for future planning.
