Ogdensburg council approves consent agenda, accepts $151,300 NJDOT award and authorizes capital payments

Mayor George P. Hutnick called the Borough of Ogdensburg council to order at 7:00 p.m. and read the meeting's required public-notice statement, saying that “notice requirements of P.L. 1975, Open Public Meeting Act, N.J.S.A. 10:4-6 et seq. have been satisfied.”
The council held the meeting remotely under N.J.A.C. 5:39-1.1–1.7 and approved the consent agenda on a voice/roll-call motion moved by Councilwoman O'Dell and seconded by Councilwoman Slater. The consent items included approval of minutes from Nov. 9, 2020; Resolution 86-2020 authorizing a one-year contract with Shi International Corp. for proprietary police software licenses, training portals and related services; Resolution 87-2020 adopting remote meeting procedures during declared states of emergency; Resolution 88-2020 approving a shared services agreement with the Township of Wantage for animal-control services; and acceptance of an NJDOT FY Municipal Aid award of $151,300 for Edison Avenue resurfacing. The roll call recorded Yeas from Alvarez, Cruz, Nardini, Nasisi, O'Dell and Slater and no Nays.
During the old-business portion of the meeting council members reported status updates: Councilwoman O'Dell said there was no substantive new information on playground safety and recommended removing the Little Free Library from further action; Councilman Nasisi raised inquiries about borough property and the vacation status of Orchard Street (noting the Land Use Board would take up Orchard Street the following evening); and Councilman Nardini described plans to submit a phased Plant Street resurfacing plan to NJDOT that will be amended to include guardrail work the engineer has identified.
Mayor Hutnick reported that efforts to secure shared fire-marshal services with the county were stalled because the county declined to take on shared services during the pandemic; the mayor said the borough's current fire marshal (Kevin) will remain in place and that the position's license expires in April, requiring further planning before then.
The council opened the public session; no members of the public addressed the body. The meeting then moved to consideration of vouchers and departmental finance reports. Councilwoman Slater moved and Councilman Nardini seconded approval of payments across funds, which included the general-fund and capital checks listed in the meeting packet. Notable payments shown in the voucher list included Emergency Equipment Sales & Service ($13,709.86) and HME, Inc. ($250,000.00) in the general-capital listings; the total shown for capital items was $263,709.86. The motion to approve vouchers passed on roll call with the same Yeas recorded for the consent agenda.
There was no executive session. With no further business, the council adjourned at 7:10 p.m.; the minutes are signed by Borough Clerk Robin Hough and Mayor George P. Hutnick.
