MSA updates board on highway and street projects; village approves WPDES support

Lindh summarized several projects: the Wisconsin Department of Transportation’s Highway 35 project scheduled for 2027, the village’s Wisconsin Avenue project and planned pavement improvements on Lake Avenue and Polk Avenue. He advised the board on current planning steps and intergovernmental coordination. Board members asked questions and received clarifications about timing and financing.
Following the presentation, the board approved a Professional Services Agreement for MSA to assist with the village’s WPDES (Wastewater Pollutant Discharge Elimination System) permit renewal. The PSA was for $4,500 and was approved on a motion by B. Harlander, seconded by J. Peterson.
On financing, J. Schott informed the board that interim financing for the Third Avenue project (current balance $361,306.94) has come due and that Wisconsin DOT project financials are not expected to be finalized until the end of 2026. The board voted to renew the interim financing. Separately, the board approved Resolution 04132026 to finance the Wisconsin Avenue Project in the amount of $1,280,045.76 (motion by B. Harlander, seconded by B. Morris). Minutes recorded the votes as carried.
Next steps: MSA will begin the WPDES support work under the PSA, village staff will monitor DOT financial finalization through 2026, and project financing steps will proceed as directed by the adopted resolution.
