Wylie Galt moved to allow written proxies by email or text that notify the presiding officer and staff; the motion "carried unanimously by voice vote." Rep. Jill Cohenour moved to adopt the 2025 Interim Committee Rules, which include allowance of written proxies; that motion also carried unanimously.
Following procedural approvals, members nominated and elected leadership for the interim. Rep. Jill Cohenour nominated Sen. Wylie Galt as Presiding Officer; the committee carried the nomination by unanimous voice vote. Rep. Russ Miner nominated Rep. Jill Cohenour as Vice Presiding Officer; that vote likewise carried unanimously.
During a late-afternoon work session, Vice Presiding Officer Jill Cohenour moved to accept the work plan matrix the committee had reviewed; the motion passed by unanimous voice vote. Rep. Russ Miner then moved to accept the committee's proposed meeting dates for the coming interim period; that too was approved unanimously. The committee recessed and later adjourned at 17:12:56.
The actions set the committee's procedural framework and schedule, enabling staff to proceed with the interim research and hearings on water-quality standards, adjudication, drought planning and other items on the work plan.
