Gilman board adopts Comp Plan Chapter 150, zoning updates, CMAR resolution and several routine measures

At its May 14 meeting the Village Board adopted Comp Plan Chapter 150 by ordinance, approved updates to the zoning ordinance on storage containers and large buildings, adopted Resolution 2025-03 (CMAR), approved the 2025–2029 Recreation Plan, and approved vouchers and operator licenses; all recorded motions carried by vote of members present (5-0 with two absent where roll call recorded).
The Village of Gilman on May 14 approved a set of planning, financial and administrative items during its regular board meeting.
By ordinance the board adopted Comp Plan Chapter 150 after the Planning Committee’s public hearing produced no public comment. Trustee Dee Bornheimer moved to approve the ordinance and Trustee Ericka Motte seconded; the motion carried 5-0 with Trustees Russell Baker and Karen James absent.
The board also approved updates to Zoning Ordinance 157.029 to address storage containers and buildings exceeding 1,000 square feet. Trustee Cheryl Rosemeyer moved to adopt the zoning updates and Trustee Mark Person seconded; the motion carried 5-0 with two members absent. The board raised questions about who would be grandfathered under Chapter 151; Trustee Dee Bornheimer moved to table that grandfathering clarification pending consultation with Jim Flood and the Village attorney and Trustee Ericka Motte seconded. The tabling motion carried.
Trustee Dee Bornheimer moved and Trustee Ericka Motte seconded approval of Resolution 2025-03 (CMAR); the motion carried 5-0. Trustee Ericka Motte moved, Trustee Mark Person seconded, and the board approved the 2025–2029 Recreation Plan.
On finance matters, Trustee Cheryl Rosemeyer moved, Trustee Mark Person seconded, and the board approved pooled cash disbursements, vouchers V1232–V1283 and associated journal entries; the roll-call vote was recorded 5-0 with two absent. Trustee Dee Bornheimer moved and Trustee Mark Person seconded approval of two operator licenses for Dollar General after Police Chief Thomas Tallier completed background checks; that motion passed with all present in favor.
Clerk Candice Grunseth told the board the Village received an Idle Site Grant check for $220,000; the check was cut and made available after the Finance meeting. The clerk also reported the village is 17 weeks through the year with 2025 budget income at 20.03% and expenses at 27.45% and said some line items (including police outside services for citation attorney fees) were over 100% of budgeted amounts to date.
The meeting concluded with scheduling for several committees and adjournment at 6:46 p.m.
