Gilmanton School Board adopts $3.27 million budget and $1.19 million levy

The School District of Gilmanton Board of Education adopted the district's 2025-26 budget of $3,270,694 and a levy of $1,194,496 after a Budget Hearing and annual meeting on Oct. 27. Lance Peterson moved to adopt the budget and, as recorded, the motion carried by roll call vote 5-0.
The action followed an evening recess to the Budget Hearing at 6:52 p.m. and the board's reconvening of open session at 7:43 p.m. The minutes record that the levy motion was moved by Jackson Serum and seconded by Lance Peterson, and that both the budget and levy votes were recorded as 5-0.
Why it matters: the budget and levy set the district's spending plan and tax request for the coming school year. Administrator Kory Rud reviewed changes at the Oct. 15 aid certification that affected the final numbers: state aid decreased by $7,233 at certification compared with the prior worksheet but remains $59,392 higher than the prior year; the levy increased $12,925 at certification compared with projections but is still $51,194 lower than last year's levy as presented earlier. Voucher expense, which factors into the levy, increased by $5,694 to a total of $56,879.
Kory Rud also explained a student membership count change that affected revenue-limit calculations: the membership figure used on the revenue worksheet rose from 147 to 158 because students who had been open-enrolled to Gilmanton subsequently moved into the district boundaries; Rud noted this change affects how students are captured on state worksheets even when the number of students attending did not materially change.
The budget motion as recorded lists Lance Peterson as the mover; the meeting minutes state the budget motion was seconded by Lance Peterson. The minutes show five affirmative votes on the roll call. The document separately lists eight board members as present earlier in the minutes; the roll-call vote totals are recorded as 5-0 in the minutes.
Next steps: the district will implement the adopted budget for the 2025-26 year and proceed with the administrative tasks arising from that adoption. The board's next regular meeting is scheduled for Nov. 20, 2025, at 5:15 p.m.
