Gilman trustees approve staff title changes, 3% across-the-board raises and several contracts

The Village of Gilman board on Sept. 10 approved multiple personnel and procurement actions, including changing the village clerk's title, offering new employee benefits and adopting a 3% pay increase for all village employees.
Trustee Cheryl Rosemeyer moved and Trustee Karen James seconded a motion to change Candice Grunseth’s title to Clerk/Treasurer and to make Val Kulesa Deputy Clerk/Deputy Treasurer effective Sept. 1, 2025; the board approved the motion on a roll-call vote recorded as 5-0-2, with Motte and Bornheimer noted as not voting. Rosemeyer later moved (seconded by James) to offer Val Kulesa single dental insurance; that motion carried on the same 5-0-2 roll-call tally.
On personnel pay, Trustee Mark Person moved and Trustee Russell Baker seconded a measure to grant a 3% raise to all village employees; the board approved the raise on a 5-0-2 roll-call vote. The board took the personnel votes after returning from a closed session called under Wis. Stat. 19.85(1)(c) to consider employee performance and compensation.
In procurement and contracts, the board approved a CDBG contract with Northwest Regional Planning (motion by Trustee Cheryl Rosemeyer, seconded by Trustee Karen James) and accepted a bid from River Country Co-op to prebuy fuel at $1.29 per gallon (moved by Trustee Rosemeyer, seconded by Trustee Russell Baker); both measures were carried on recorded votes noted in the minutes. The board also approved a proclamation regarding tracks from Canadian National (moved by Trustee Russell Baker, seconded by Trustee Mark Person).
President Jane DeStaercke moved (seconded by Trustee Russell Baker) to accept an accelerated rate from the PFAS settlement; the motion carried on a roll-call vote recorded as 5-0-2. The board approved a $550 purchase of gravel from Dennis Ovin Trucking for Delos Avenue (moved by President DeStaercke, seconded by Trustee Mark Person) and scheduled the Fall Clean Up for Oct. 6, 2025. Quotes for AC work at the Davlin Building were discussed and tabled until the next meeting; the board requested new quotes that include options for a new furnace.

The board set committee meeting dates for late August and early September and noted routine administrative updates, including insurance renewal paperwork with the League of Wisconsin and MPIC and updates to village computers. The meeting adjourned at 7:25 PM.
