Gilman board approves routine business, raises concern about regionalized CDBG funds

The Village of Gilman Board met March 12, 2025, and conducted routine business, approving minutes, vouchers and committee reports before adjourning at 6:55 p.m.
Village President Jane DeStaercke called the meeting to order at 6:00 p.m. and Trustee Cheryl Rosemeyer led the Pledge of Allegiance. Board members present were Jane DeStaercke, Trustee Cheryl Rosemeyer, Mark Person, Russell Baker, Ericka Motte and Dee Bornheimer; Robert Preston was absent. Village Clerk Candice Grunseth, Police Chief Tom Tallier and Public Works Director Dave Kroeplin were also present, and Ginna Young of the Star News attended as media.
During public comment, Fred Romig asked the board to investigate a street light near the Dollar General entrance on Komanec Drive. The board then approved minutes for the Feb. 12 regular meeting, Feb. 25 Tree Board, Feb. 17 Parks and Recreation and March 10 Finance Committee meetings on a motion by Trustee Ericka Motte, seconded by Trustee Russell Baker.
Trustee Cheryl Rosemeyer moved to approve vouchers and bills including pooled cash and listed voucher ranges; Trustee Mark Person seconded. The motion passed on a roll call vote of 6-0-1 with Robert Preston absent.
President DeStaercke reported on a recent DNR meeting attended with Representative Summerfield, Larry Gotham and Brooke Klingbeil, and said she and Trustee Russell Baker participated in a Town of Ford cemetery meeting. DeStaercke also noted the village received notice from the Department of Administration (DOA) that Community Development Block Grant (CDBG) funds will be regionalized.
Trustee Russell Baker reported on his attendance at the Towns Association meeting and said the governor allocated $50 million this year for ARIP, down from $150 million last year. He asked that weight-limit signs be reinstated and mentioned the GTA and the Wisconsin Road School.
Treasurer Fran Prasnicki provided a written fund-balance report for Feb. 13Mar. 11; Trustee Cheryl Rosemeyer moved to approve the treasurers report and Trustee Mark Person seconded. Chief Tom Tallier submitted a written police report citing 17 new complaints for January and noted training in ALERRT (civilian response and casualty care) and ATIRC.
Public Works Director Dave Kroeplin reported on a main water break on Wells Street, said the public works assistant completed water and wastewater training, and confirmed the village submitted its first PFAS sample for testing.
Clerk Candice Grunseth announced a Listening Session with Representative Summerfield and Representative Tom Tiffany set for March 24 at 10 a.m. at the village hall. Grunseth expressed concern that regionalizing CDBG funds to a regional office in Spooner could make access more difficult for Gilman-area applicants and urged the board to be attentive to the change. She also reminded members to update the Capital Improvement Plan and shared information from WHEDA about grant and loan programs for Main Street and upstairs apartment rehabilitation.
On planning matters, Grunseth said NWRP is awaiting any final input on the comprehensive plan. The Planning Committee will meet March 25 at 6 p.m. to finalize the plan and forward a resolution to the board for approval at the April 9 meeting; a public hearing is scheduled for May 14 at 5:30 p.m., with a 30-day publication notice to follow.
In new business the board approved an operators license for Shawn Mestiad on a motion by Trustee Ericka Motte, seconded by Trustee Dee Bornheimer. President DeStaercke appointed Martha Morris to the Tree Board to replace Laura Hendricks, who resigned; the board approved the appointment. Trustee Dee Bornheimer asked about options for addressing feral cats; members suggested she work with Chief Tallier on obtaining a live trap.
Committee meeting dates were set for Finance (April 7 at 3:00 p.m.), Parks (March 24 at 6:00 p.m.), and Improvements (April 2 at 4:00 p.m.). The board listed comprehensive plan, zoning changes and street construction on Gilman Drive as upcoming agenda items.
The meeting adjourned at 6:55 p.m. on a motion by Trustee Dee Bornheimer, seconded by Trustee Ericka Motte; the motion carried with all in favor.
