Whitehall council tables pool fundraising spending policy for staff rewrite

The Whitehall Town Council tabled consideration of a proposed Pool Fundraising Fund (Fund 2393) spending policy on March 17, 2025, directing town staff to rework the draft.
Councilmember Katy James, who initially moved to approve the policy, amended her motion to table it and said the policy needs to be rewritten by town staff. Mayor Mary Janacaro-Hensleigh and Councilmember Linda Jung emphasized that advisory boards recommend but that budgeting and appropriations are council responsibilities. Pool Board member Kelley Seccomb said Allissa Christensen authored the draft and that "a few years ago there was fundraising money used to pay for wages/maintenance/etc. and that was not the intention of fundraising." Roy McBride seconded the motion to table; it passed unanimously.
Council discussion noted that fundraising proceeds had in prior years been used to avoid pool closure and that roughly $50,000 had been moved into the CIP account to cover payroll and improvements. Several councilmembers said they wanted clearer staff-drafted policy language to define allowable uses and safeguards before the council takes final action.
