Whitehall council approves water revenue bonds, zoning changes, work order and TIFF allocations

Whitehall — The Whitehall Town Council on Oct. 24 approved a slate of municipal measures that officials said will support local infrastructure and planning.
The council voted to authorize Resolution 2024-12, permitting the issuance of up to $1,574,000 in water system revenue bonds and a related bond anticipation note. Council member Katy James moved the resolution and Linda Jung seconded; the council approved it by voice vote. The resolution creates special funds and pledges certain water-system revenues as security for the bonds.
The council also adopted Ordinance 2024-3, amending the town zoning map, and Ordinance 2024-4, amending zoning ordinances. Katy James moved the zoning-map ordinance and Pat Peterson moved the ordinance updating zoning rules; both passed by voice votes. Linda Jung told colleagues the new ordinances will clarify gray areas for property owners and allow the planning board to resolve set-back and deck encroachment questions raised earlier in the meeting.
Council approved Work Order No. 4 with WC Engineering for planning and zoning services. "This will separate out what the planning board is working on and what any type of annexations we're doing," Linda Jung said, adding that the change should help the town plan its annual budgeting.
During the consent agenda the council approved a series of TIFF (Tax Increment Financing) recommendations, including $1,620 for waterproofing murals, a revised $2,000 bid for Bell Tower lighting, $30,000 for work on the fire department building, $400 for blight cleanup, and a $5,000 match for landscaping at the Whitehall School daycare project. Pat Peterson read the consent items before the council approved them by voice vote.
The council accepted Resolution 2024-11 to receive a donation from Terry and Susan Crump: a 2015 Arctic Cat Wildcat trail model ATV, including specified upgrades. Roy McBride moved the donation resolution and Sean Hoagland seconded; the council thanked the donors and approved the acceptance.
Council members also approved two personnel-related items to allow employees to use vacation time for Nov. 29 (the day after Thanksgiving) and Dec. 24 (Christmas Eve) so offices may be closed on those dates. Council members discussed staffing and bank/business hours that could affect service on those days.
