Alcohol permits: Staff presented a temporary CMB application from the Leavenworth County Fair Association to permit cereal‑malt‑beverage sales at grandstand rodeo events July 29–Aug. 1 (5 p.m. to midnight). The council approved the application and authorized staff to proceed with state notification. Separately, the council approved a retail CMB license for Casey's General Store to sell cereal malt beverages in original, unopened containers (not for on-premises consumption); staff noted the Casey's location is approaching an early-August opening.
Appointments: The council responded to a vacancy on the Leavenworth County Port Authority board after Chris Donnelly's resignation. Mayor David Friess nominated Jake Dale to fill the remainder of the three‑year term (through March 2028); council members indicated assent on the record. Later in the meeting, Mayor Friess nominated Jake Dale as mayor pro tem; Dale accepted and council members signaled support.
Revenue-neutral rate notice: Staff introduced draft resolution 07‑26‑01 to notify the Leavenworth County Clerk, as required by state statute, of the city's intent to possibly levy property taxes exceeding the revenue‑neutral rate for the 2027 budget year. The presentation noted a projected combined mill levy (city + library) of no more than 40.568 mills — an increase of 1.072 mills driven by library requests — and staff said the library board could reduce its requested increase prior to publication. The council approved the resolution directing staff to publish the notice and advertise a required public hearing.
Library board vacancy: Staff also reported a resignation in a city-resident position on the library board; the library board will interview the sole applicant and forward a recommendation for council consideration on July 20.
Next steps: Staff will complete state notifications for temporary permits, publish the revenue‑neutral rate notice and schedule the public hearing, and bring library and port authority appointment paperwork as needed.
