Winifred council approves first contractor pay application as sewer work advances

Kurt Thomson told the council that Western Municipal Construction is on site with multiple crews moving dirt and that the contractor expects to begin installing the sewer liner toward the end of the month. Thomson presented Western Municipal’s first pay application, which he had reviewed and recommended for approval. Council Person Kristin Carlstrom moved to accept the pay application and Council Person Rick Baker seconded; the motion passed.
During the public comment period resident Amber Econom asked how long the integrity of the sewer liners would be monitored. Thomson directed her to Montana Department of Environmental Quality design standards and discussed spray irrigation requirements as the proper reference for monitoring and post-construction practices. The council confirmed town minutes and related project records are available at the town office for public review.
The payment approval advances construction financing for the project but does not alter the town’s oversight or post-construction monitoring requirements; those remain subject to applicable DEQ standards and any conditions the council or project engineers specify in future reports. The council did not specify an inspection schedule at the meeting.
Next steps: crews will continue earthwork, liner installation is expected late in the month, and council will receive further updates and pay applications as the project proceeds.
