Winifred council approves monthly bills, updates bank signers and sets wage review process

The Winifred Town Council at its March 11 meeting approved routine financial business including the meeting agenda, Feb. 11 minutes, monthly bills and financial reports, and accepted bank reconciliations for December and January.
Council member Rick Baker moved to approve the agenda (seconded by Cody Isom). Barry Ehlert moved to approve the Feb. 11 minutes (seconded by Rick Baker). The council approved the monthly bills on a motion by Rick Baker, seconded by Barry Ehlert; approved claims listed in the minutes included payments to Aqua Tech, Fergus Electric, Republic Services, Energy Labs, CHS, Winifred Grocery and others. Kristin Carlstrom moved and Barry Ehlert seconded approval of bank reconciliations. Barry Ehlert moved to approve the Pool, Library, Museum, Airport and Cemetery financial reports; Rick Baker seconded and the motion passed.
On signatures and account control, Kristin Carlstrom moved to add new Treasurer Krista Ness as a signer on First Bank and Opportunity Bank; Rick Baker seconded and the motion passed. The council also voted to remove Kristin Carlstrom as a signer on the First Bank safe deposit box and add Krista Ness, Mayor Shirley Dyer and Clerk Cheri Kjersem (motion by Barry Ehlert, seconded by Rick Baker). The council removed Kristin Carlstrom as a signer on STIP and Ameriprise and added Shirley Dyer and Krista Ness (motion by Rick Baker, seconded by Barry Ehlert).
On personnel and wages, Mayor Dyer said she will conduct employee evaluations and make recommendations to the board. Kristin Carlstrom moved to increase Council member Rick Bakers wage to track the minimum wage increase each year going forward; Cody Isom seconded. The motion passed with Rick Baker recorded as abstaining from that vote.
Kristin Carlstrom moved and Cody Isom seconded the approval to sign the Fuel Tax Allocation Certification Map; the motion passed. With no further business, the council adjourned.
