Winifred council hears sewer lagoon update as resident warns of discharge action

Kurt Thomson updated the Winifred Town Council on March 11 on the towns sewer lagoon project, saying contractor Stahly is still coordinating with the Montana Department of Environmental Quality on outstanding technical details and odor-control measures.
Thomson told council members that CHS Big Sky has approved the sale of land intended for a new lift station but paperwork with DEQ remains in progress. He also reported the Selph family has indicated they are open to allowing dirt to be stockpiled on their property during construction of the new lagoon.
The update turned contentious when council members Barry Ehlert and Cody Isom said resident Nick Econom approached them about discharge from the existing lagoon. According to the minutes, Econom told them he had bought additional cattle and intended to put the animals in pasture along Dog Creek; he told council members he wants the town to stop the discharge and said he would stop it himself if the town did not act within two weeks. The council declined a verbal meeting with Econom and said it will contact the towns attorneys about the matter.
The council did not record any formal vote on sewer policy at the March 11 meeting. Stahly is expected to continue working with DEQ on odor-control and permitting details; the council noted ongoing paperwork related to the lift-station land sale. The town did not record public testimony during the meeting on the discharge beyond Economs report, and no implementation timeline was adopted at this session.
