The clerk read the ordinance title by title, and the police chief delivered the staff report saying the ordinance aims to close a regulatory gap: "Electric motorcycles present unique challenges," the chief said, describing high‑powered electric dirt bikes and similar vehicles being used on city streets, sidewalks and multi‑use trails.
The staff report said the proposed code would distinguish electric motorcycles from e‑bikes and mopeds by power, speed and design; prohibit operation on sidewalks, parks and multi‑use trails unless specifically authorized; require helmets consistent with state law; establish lighting and minimum safety equipment for roadway use; set driver licensing and age limits for roadway operation; and create a graduated enforcement structure up to impoundment for repeat or egregious violations.
Staff told the council the draft is intended to complement, not conflict with, state work on the topic and referenced recent state legislation that directs the Department of Licensing to define and regulate electric motorcycles. Staff recommended the council adopt a new municipal chapter to enhance public safety and clarify enforcement. The item was taken as a first reading; council members were reminded they can propose refinements at second reading.
