Council hears first reading on zoning changes to allow gyms, schools and animal care uses

The Enumclaw City Council opened a public hearing and heard a staff presentation May 26 on ordinance 2838, a municipal code amendment that would add or clarify allowed uses in commercial and light industrial zoning districts, including arts and vocational schools, gyms and fitness centers, health studios, and animal shelters/daycare/boarding.
Senior planner Winston Larson said the proposal aims to harmonize permitted uses across zoning districts and add definitions and compatibility standards for animal care operations, including requirements for inside pens, setbacks from residential zones and waste disposal standards. "The proposed regulation also include new standards for animal shelters, daycare and boarding facilities in order to address concerns regarding the compatibility of these uses near residential areas," Larson said.
Larson noted the planning commission reviewed the draft and recommended approval on April 23. Staff presented three options—adopt as presented, reject and return for more review, or modify and adopt as amended—and asked for first reading after hearing no in‑person testimony.
Because this was a first reading, council took no final action; staff remains available to answer questions and to bring the ordinance back for further consideration.
