Council opens CDBG public hearing, approves application resolutions to seek $112,590

Mayor (Speaker 1) opened the Community Development Block Grant (CDBG) public hearing and read the federal program's requirements, including the need for a public comment period and supporting documents. He stated the City of Hobart's CDBG allocation for FY2026 as $112,590 and described typical eligible uses such as street reconstruction, sewer and waterline improvements, storm drainage, sidewalk projects and disability-access modifications.
Councilors asked whether the entire CDBG allocation could be earmarked for sidewalk repairs. The mayor and staff said ADA-compliant sidewalk projects are an eligible use and that the city is completing a GIS-based sidewalk inventory that identifies gaps and easements. The council approved the affirmative action plan and the Section 3 understanding in one motion and then adopted resolution 2026-07 authorizing the mayor to submit a project proposal to pursue FY2026 CDBG funds.
Next steps: staff will work with the clerk/treasurer's office to prepare the application and supporting documents for submission by May 6, 2026 and will follow the statutory public-advertising and comment schedule in the summer before HUD award notifications.
