Council accepts TIF report, schedules annexation hearing and adopts code and budget ordinances

At its March 18 meeting the Hobart council accepted the 2025 TIF annual report, agreed to move forward with a voluntary annexation petition introduction and approved several compliance items and ordinances that advance ongoing redevelopment work.
Redevelopment staff told the council the TIF annual report and financial summaries are due to the DLGS in April and that both redevelopment boards had already reviewed and accepted the report; the council approved acceptance so the clerk/treasurer could file the documents. Staff also reported minor corrections to property size in a Baker Tilly fiscal update but said there was no significant financial impact from that correction.
On the annexation petition, Richard Anderson described the parcel in the I-65/37th Avenue corridor and said the property is being proposed for M-1 zoning and "it's coming it's 6.66 acres." The petition was introduced and council members moved to set the matter for a public hearing.
The council reviewed compliance and development items including a compliance review for Grand Trump Storage and an amended development agreement for PlayStreetDefco LLC (CF1B) that revised construction timelines following unforeseen challenges; motions accepting those compliance reports were granted.
The council debated and adopted Ordinance 2026-04, a code amendment to create a designated hearing authority focused on unsafe buildings and the maintenance/repair of vacant structures; the measure passed by roll call 7-0. Council also completed the second reading and adopted Ordinance 2026-05 making appropriations within the 2026 budgets (general fund and building department); the transcript does not include a detailed roll-call tally for that adoption on the record.
What happens next: the annexation petition will be scheduled for public hearings (staff indicated April dates) and staff will continue required filings and follow-up for the accepted TIF report and compliance items.
