Commissioner West moved approval and Commissioner Helm seconded. The clerk called the poll and Directors West, Savas, Helm and Vice Chair Schroeder voted "aye." The board then recessed and convened as the Water Environment Services board of directors; that board approved a contract with Institute Form Technologies for the Bolton Force Main pipe installation ($1,452,035) and later reconvened as the county board.
