Aaron, a village staff member presenting the application, said the property already has a blade sign facing Mike McCarthy Way and a second wall sign at the east elevation by the main entrance, and that the code can permit up to three wall signs at separate elevations with specific approvals. "The request is for a 3rd wall sign that you see here," Aaron said, and he told commissioners that both village staff and the site's site plan review committee recommended approval.
The presentation included a description of surrounding land uses: commercial properties in the City of Green Bay to the north, the Berkshire apartments to the south, the Common Place apartment building currently under construction to the east, and parking for a Holmgren Way bar to the west. Aaron said the proposed west-elevation sign would not face residential properties and that the proposal meets the spatial and traffic considerations the code requires.
A commissioner asked whether the sign would be illuminated. Aaron said it "will have upward-directed lighting, so it would not affect the patio doors below it." The same commissioner said tenant impacts on the patio area were their only concern. Another commissioner asked whether mounting a sign at a 45-degree angle would be treated as two signs visible from different directions; Aaron said the code contains specific specifications for those scenarios and that he had not reviewed that hypothetical for this application but would examine it if it arose.
After questions, a commissioner moved and a second was made to recommend the site plan review request for the third wall sign as presented. The commission voted in favor and the motion carried. The commission's recommendation will be transmitted to the Village Board, which holds final approval authority for signs in this zoning district.
The meeting also covered routine agenda housekeeping and was adjourned following the vote.
