Cohasset staff reports EVIP submission; National Grid says substation upgrades needed for some projects

Committee members reported operational problems at the town parking‑lot chargers. One member said "three of the four plugs were out of order" a few weeks earlier, and another member said a non‑EV town vehicle had been observed parked at a charger. Cassandra said ChargePoint notifications and user comments show intermittent trouble and staff is tracking issues.
On grid readiness, Cassandra said she had spoken with National Grid, which reported that the normal substation needs "3 BO protection" and that National Grid is working to install that protection, "hopefully, sometime within the next year." She also said a large battery‑energy‑storage system project had withdrawn months earlier because upgrades were needed at the normal substation; National Grid is allowing some previously held projects to proceed while managing capacity.
Committee members said the substation and interconnection work are background factors the committee should monitor as they evaluate the solar project and pursue EV charging funding. No regulatory filings or final approvals were announced at the meeting.
The committee recorded no formal votes on EV funding or substation work; staff and members agreed to continue coordination and to report progress at future meetings.
