Epping officials review OUTFRONT billboard agreement; grant amount debated

The Epping Board of Selectmen reviewed an Impact Fee Waiver and Host Community Grant Agreement with OUTFRONT Media LLC on Jan. 5 for a proposed two-sided digital billboard located at 22 Shirking Road, adjacent to Route 101 (map/lot 036-006).
OUTFRONT representatives and their legal counsel attended the meeting and told the board the company intends to own and operate the two-sided digital sign. Because of recent changes to the draft agreement, OUTFRONT's attorneys asked for additional time to review the contract before the board takes final action.
Board members debated the host-community grant amount. OUTFRONT based its offer on state Department of Transportation traffic counts that yielded a $25,000 grant figure. Chairman Tom Gauthier and Selectman Cliff Cray said they believed the host-community payment should be $50,000. Town officials said the Planning Board will require a further review before any final approval.
No formal vote was taken on the agreement at the Jan. 5 meeting; the item was held for legal review and planning-board consideration.
