Town Administrator Emily Owens told the board that a state law enacted in July amends RSA 72:35 I‑a so the service‑connected permanent and total disability credit will “replace all veteran’s credits in its entirety and not be in addition to” other credits. Owens said the state raised the maximum of that credit from $4,000 to $5,000 and that the change is effective April 1, 2026. She recommended the town notify affected residents and offered a warrant article to raise the town's amount to $5,000.
Selectman Peter Garland said the town should send the letter regardless of the warrant-article outcome to avoid surprising residents. After discussion, the board directed staff to send a notice explaining the upcoming legal change and the proposed warrant article; the motion passed by unanimous roll call vote.
If voters approve the warrant article at the next town meeting, Grantham's service‑connected permanent and total disability credit would match the new state maximum. The board did not set the final wording of the warrant article during the meeting; Owens is handling the outreach and will include the explanation in the mailed notices.
The board's next scheduled meeting is Jan. 14, 2026, where further warrant-article preparations and ballot language may be finalized.
