Middletown tables decision on Save As You Throw changes after department update

MIDDLETOWN, Conn. Aug. 5, 2024 Acting Public Works Director Howard Weisberg updated the Common Council on planned modifications to Middletown's Save As You Throw sanitation pilot and recommended adjustments to fees, education and enforcement; the council agreed to table the resolution to allow more detail.

Weisberg described the proposal as the third component of the program: earlier pilots distributed free bags and then layered a "save as you throw" pricing component into the orange-bag food-separation program. "The data has shown a 30% reduction in, the amount of municipal solid waste that's being disposed of," Weisberg said, citing the program's measured waste reduction.

Weisberg said the department is recommending modifications to the fee structure, improved public education, and stronger enforcement if the council approves continuing the program. He added that the Department of Energy and Environmental Protection (DEP) is again supporting the program this year and helping fund reductions in bag prices so there would be no related impact in the sanitation district bills.
