City staff told the Economic Development Committee that the Stadie Harbor Drive facility has been operating for more than two months and is substantially complete, but several construction follow‑ups remain.
Staff said the elevator is awaiting one final part and an inspection that is expected within a week. The east‑side deck requires corrective work after concrete subcontractor errors; staff said the concrete subcontractor is financially responsible for the cost of fire‑watch services while the second‑floor event space is under temporary fire watch until egress is complete.
On accessibility, staff said it was not feasible to add a ramp to the ice‑cream window because the deck and staircase occupy the footprint needed for a ramp. To meet ADA requirements in the near term, the operator will provide a kiosk (an iPad) that is wheelchair accessible and staff will arrange hand delivery from the window when needed.
Staff also said the Dragon Chef concession, a student‑run operation in partnership with Milltown High, will come online after the deck and related roof penetrations are completed.
Committee members asked about signage and parking adjacent to the building; staff said parks and parking staff are coordinating signage changes and exploring ways to add or reconfigure nearby spaces.
