ZBA approves solar-array variance for Cardinal landfill; Planning Board schedules regulation updates

The Planning Board received updates Jan. 21 that the Zoning Board of Adjustment approved a variance on Jan. 8 permitting a solar array at the Cardinal landfill, granting relief for both use and dimensional requirements. Planning Director Kyle Pimental said the property has been rezoned to the mixed-use East district, which generally prohibits large-scale solar installations, and that project representatives are expected to submit a site plan by Feb. 7 for review at the March Planning Board meeting.
Chairman Rick Pelkey also reported he had signed the notice of decision for 4 Central and accepted corrected drawings for 60 Charles Street. Pimental said the board has no new applications yet for February and intends to use that meeting to begin reviewing and updating subdivision and site-plan regulations, focusing on streamlining redundancies and updating requirements needed because of recent zoning changes.
Why it matters: The variance and expected site-plan submission bring a large project back to the Planning Board's calendar and could require the board to reconcile site-plan standards with recent zoning changes. Staff told the board there are redundancies in current regulations that could be streamlined.
