The board agreed the overlay would be geographically limited to Portsmouth Avenue from the Dunkin’ Donuts to the Post Office, excluding Post Road and other areas where there was little support. Staff was directed to post information on the Town website and hold informational meetings for property owners to explain the proposal and its implications.
In prioritizing regulatory work, members said they prefer an incremental approach: tackle the most impactful amendments first rather than bundling all changes into a single late‑year update. The board also deferred action on updating the Workforce Housing Ordinance to spring or late summer to allow staff time for outreach and analysis.
Next steps: the board’s March 5 work session will concentrate on the Town Center Overlay District and Subdivision/Site Plan Review Regulations; staff will prepare outreach materials for posting and owner meetings.
