Epping Selectmen accept 2026 warrant including proposed $38 million wastewater bond

The Epping Board of Selectmen on Jan. 20 unanimously accepted the town warrant for the 2026 Town Meeting, setting the First (Deliberative) Session for Feb. 3 at 7:00 p.m. at Epping Town Hall and the Second (ballot) Session for March 10 at the Epping O'Day School Gymnasium.
The warrant includes Article 4, a proposed $38,000,000 bond to upgrade the town's wastewater treatment facility. The article states the project is designed to qualify the town for federal and state funding, permits participation in the State Revolving Fund (RSA 486.14), and authorizes the Selectmen to issue bonds or notes under RSA 33. The Select Board, the Municipal Budget Committee and the Water & Sewer Commission recorded favorable recommendations in the warrant materials (Select Board 5-0; Municipal Budget Committee 10-0; Water & Sewer Commission 3-0). The article would require a three-fifths (3/5) ballot vote to pass.
Town Administrator Jake T. Roger reminded the board of a public Wastewater Education event scheduled Jan. 29 at 6:00 p.m. to brief residents on the project and funding options. Roger also proposed allocating 10% of the Town Administrator's salary to the Water & Sewer budget if the bond passes, an idea the board indicated general support for during the meeting.
The warrant also lists the operating budget article (Article 5) proposing a 2026 operating budget of $14,066,120 and notes the default MS-DTB budget as $13,662,241. Selectmen accepted the State Form 2026 MS-DTB default budget by separate motion, 5-0.
Copies of the full warrant and the text of zoning amendments (Articles 6 and 19) were placed on file at the Town Clerk's Office, as required, and the Selectmen said they would post the warrant in three public places. Voters will have the opportunity at the Feb. 3 deliberative session to propose and debate amendments to most articles before balloting on March 10.
