The agenda and engineer recommendation named JV Scribe Union Services (transcript spelling) as the low bidder at $28,006.37 and listed American Roadway Logistics as the other bidder (transcript numbers read as $33,020.01 but are garbled). The village engineer recommended awarding the contract to the low bidder as the lowest and best bid.
