Greenfield approves zoning amendments and municipal budgets totaling millions

At the March 15 reconvened Town Meeting Greenfield voters approved three Planning Board zoning amendments by ballot and passed budget and capital reserve warrant articles including Operation & Maintenance ($1,558,685), DPW ($726,616), Police ($316,350) and Fire ($200,549).
Voters at Greenfield’s reconvened Town Meeting on March 15 ratified three Planning Board–sponsored zoning amendments and approved the town’s operating and capital budgets for the coming year.
By ballot the electorate approved Amendment No. 1, which edits Section IV.B (Project Requiring a Permit) to clarify exemptions for excavations up to 5,000 cubic yards, by a tally of YES 297, NO 85. Amendment No. 2 (clarifying Professional Uses and Home Occupations language) passed YES 326, NO 47, and Amendment No. 3 (editing and renumbering the Special Events Permit) passed YES 330, NO 40.
On municipal finances, voters approved multiple warrant articles by voice vote. Notable approvals included Article 8, the town Operation and Maintenance budget of $1,558,685 (tax impact $4.81), Article 9, the Department of Public Works budget of $726,616 (tax impact $2.28), Article 7, Police Department budget of $316,350 (tax impact $0.99), and Article 6, Fire Department budget of $200,549 (tax impact $0.63). Article 4 placed $268,500 into Capital Reserve Funds; Article 2 funded the Recycling Center at $163,430. Smaller infrastructure articles for road paving ($160,000), gravel repair ($25,000) and chip sealing ($55,000) also passed.
During discussion of Article 8 a proposed amendment to a line item (related to the Town Administrator salary) was put to a secret ballot; the amendment failed, Yes 46 to No 55, and the O&M article then passed as presented. The minutes record that the Selectboard recommended the budgets and detailed allocations for each article were read into the record.
The results set funding levels for the coming fiscal year; the minutes include line-item allocations and tax-impact estimates (2024 values) for several warrant articles.
