Ferrelview reports Heady Avenue water-main leak, rising meter-node prices and planned KC Water meeting

Village officials reported multiple water-system items at the March 10, 2026 meeting, including an emergency repair, rising parts costs and an upcoming wholesale-customer meeting with KC Water Services.
Chief Water Operator Kevin Turley said on inspection after a homeowner’s report of water on the roadway around Feb. 22, 2026, crews found a likely water-main leak on Heady Avenue. Menke Excavating excavated the site on Feb. 23 and discovered a large rock pressing on a coupling that supplies Unicorn Apartments; removing the rock stopped the loss of water. Menke submitted an emergency-repair invoice for $2,374.62 on Feb. 27, 2026.
City Administrator April Baxter and Turley said they are removing malfunctioning meter nodes for warranty replacement. Baxter told the board that pricing for meter nodes has increased by about 27% while meter prices have not changed. To offset the increased cost for an order placed in December 2025 to KC Winnelson, Baxter added $1,357 to the 2026 Water Fund line item “Water Meters & Parts,” using unspent 2025 Water Department funds.
Baxter also said she received correspondence from KC Water Services scheduling a wholesale-customer meeting for March 31, 2026; she submitted an agenda item to question connection charges KC Water assessed on Ferrelview connections. Chair Elizabeth Damm said she would attend the March 31 meeting with Baxter if Water Commissioner Shondreka Burney is unavailable.
Baxter reported that Ferrelwood Mobile Home Park made payments for an emergency setter replacement at 207 5th Street Lot 108 and for unauthorized usage at 525 Park Street Lot 42.
The board recorded the operational updates and directed staff to pursue warranty replacements and to raise connection-charge questions at the March 31 KC Water meeting.
