Bland County supervisors approve appropriations, keep health plans for FY27 and adopt resolution opposing mandatory collective bargaining

Chair Randy Johnson convened the Bland County Board of Supervisors’ regular meeting at 5:00 p.m. on March 24, 2026, at the Bland County Courthouse. Supervisors Keith Costello and Patrick Groseclose joined Johnson; Stephen Kelley was listed as absent in the attendance roll. County Administrator Cameron B. Burton, County Attorney Paul Cassell and Board Secretary Linda Miller were also present.
The board approved the meeting agenda and a consent agenda that included minutes and payroll and vendor payments. The consent vote covered payroll issued Feb. 27 for $156,743.72 and March 16 for $148,886.93, bills for February totaling $123,706.17 and bills for March totaling $537,518.99, and routine departmental reports.
Supervisor Keith Costello moved to appropriate the January 2026 Social Services local allotment of $15,711.76; Supervisor Patrick Groseclose seconded and the motion passed. The board also approved a Bland County School Board April 2026 requisition in the amount of $1,128,966.42, and approved minutes from Feb. 17 and the March 12 public hearing/budget work session.
During public comment, Ms. Arleene Bridges of Suiter Road said she remained concerned about the county reassessment process, asked what protections exist for elderly taxpayers and for people who did not request assessment appointments, and requested a FOIA for the Board’s FY26 wages.
On administrative matters, the board amended the FY27 budget calendar, moving a budget work session from April 10 to April 17 at 3:00 p.m. Supervisor Patrick Groseclose moved that Bland County remain with The Local Choice as its health insurance provider and adopt FY27 rates using the same plans offered in FY26; the motion was seconded by Keith Costello and recorded as approved.
The board approved a $9,200 transfer in the FY26 budget from Community Development (81100-3843) to Animal Control (35100-6009). It also adopted a resolution opposing mandatory collective bargaining legislation and approved trash adjustments for January through March 2026 totaling $4,817.07.
The board entered an executive session to discuss a personnel matter related to Tourism and Community Development pursuant to Section 2.2-3711(A)(1) of the Code of Virginia. After returning to open session, the board adopted the required certification under Section 2.2-3712. Chair Johnson recessed the meeting to a FY27 budget forum scheduled for March 27 at 4:00 p.m.
Note on attendance records: the meeting attendance lists Stephen Kelley as absent, but the transcript’s roll-call entries for one motion list a vote for “Mr. Kelley.” The minutes do not resolve that discrepancy.
