Louisa County supervisors approve $787,072 road transfer, engineer contract and several infrastructure agreements

At its Dec. 9, 2025 meeting the Louisa County Board of Supervisors approved Resolution 202548 to transfer $787,072 into the Secondary Roads fund, awarded a $141,120 bridge contract, authorized buried-fiber projects and approved a three-year employment agreement for the county engineer.
Shawn Maine, chair of the Louisa County Board of Supervisors, called the Dec. 9, 2025 meeting to order at 8:30 a.m. The three-member board — Supervisors Kevin Hardin and Scot Hunt joined Maine — approved the agenda and minutes and moved through routine reports before taking several formal actions.
The board approved Resolution 202548 to permit periodic interfund transfers during the 2025–2026 budget year, authorizing up to $787,072 to move into the Secondary Roads fund. The resolution specifies the first-half transfer not to exceed $787,072, with $735,262 to come from the Rural Services Basic fund and $51,810 from the General Basic fund; the second half is scheduled for June 23, 2026. The resolution cites Iowa Code sections 331.432 and 331.434(6). The adoption vote was recorded as AYES: Shawn Maine, Kevin Hardin and Scot Hunt.
The board awarded a $141,120 contract to Iowa Bridge and Culvert of Washington, Iowa for project L-CO58(FY26)-73—73-58, a county bridge/culvert project identified and presented by County Engineer Adam Shutt in his weekly update. The motion to award the contract was made by Supervisor Kevin Hardin and seconded by Supervisor Scot Hunt.
The board also approved Windstream Iowa Communications LLC’s applications for construction in county right-of-way to bury fiber optic cable at several locations, including 2,003 feet along County Road G40 in Fredonia and additional short segments through town intersections and along Highway 92 to Market Street. The motions authorizing the applications passed by board vote.
Administrative and intergovernmental actions were approved as well: the board authorized the chair to sign a Memorandum of Understanding with Regional Utility Services for FY27 in the amount of $62,010; approved a 28E agreement with the Muscatine Fire Department for HazMat response at $5,315 per year; and authorized Supervisor Kevin Hardin to sign a 28E shared-liability agreement with the Eastern Iowa Workforce Development Area. The board also designated the Columbus Gazette and The Wapello Morning Sun as official county papers.
Auditor Susan Schnedler received authorization to solicit proposals for county audit services for fiscal years 2026–2028; proposals are due Jan. 16, 2026, with review scheduled Jan. 20, 2026.
At 9:16 a.m. the board entered a closed session under Iowa Code 21.5(1)(i) to evaluate an individual’s performance at that individual’s request. The board returned to open session at 9:36 a.m. and approved a three-year employment agreement with the County Engineer; the agreement sets the annual salary for FY2027 at $141,206.
Other routine business included review of ambulance reports from Columbus Junction, Wapello and Morning Sun, and the board reviewed election-related costs for the 2025 city and school elections totaling $15,857.78 plus school-specific mailer costs. With no further business the meeting adjourned at 9:40 a.m.
