Mannington approves appraisals for preserved farms, alarm purchase, snow‑plow policy letter and a promotion

The Mannington Township Committee cleared several operational and personnel items affecting public works and municipal administration at its Aug. 2, 2018 meeting.
The committee approved quotes from two appraisal firms, presented by Kris Alexander, PIG Administrator, to perform appraisals on the Holladay and Duffy farms chosen for preservation through the Municipal Planning Incentive Grant (PIG). The motion to approve both firms was made by Patrick, seconded by Emel, and passed by roll call (Asay, Patrick and Emel recorded yes votes).
Public Works Chair Patrick reported several departmental needs: new snow fencing for the coming winter; installation of new outside lights by Mannington Electric; and a Tri Plex Alarm Company quote of $795.00 for a motion alarm to be installed in the shop building. The committee approved the alarm quote by motion (roll call recorded Asay, Patrick and Emel voting yes).
Committee members discussed right‑of‑way snowplowing and maintenance of private easements after reports that residents expect township work on private drives. Horner suggested and the committee approved sending a solicitor‑drafted letter stating Mannington Township is not prepared to assume responsibility for plowing or maintenance of private easements or rights‑of‑way; the letter will clarify that actions by public works or emergency vehicles during heavy snow events should not be construed as township maintenance of private easements.
The committee also discussed planned demolition of four buildings on recently foreclosed property, with Asay indicating bids would be accepted in September and demolition performed in October; the township engineer must certify that wells and septic systems have been capped or filled before work begins. The meeting record also shows interest from Habitat for Humanity about donating items from the foreclosed church in Claysville.
Finally, following a performance evaluation by Public Works Chair Patrick, the committee voted to promote Ron Owens from Utility Person to Foreman with a $2/hour increase (from $18/hour to $20/hour) effective Sept. 16, 2018; roll call recorded Asay, Patrick and Emel voting yes. The committee also scheduled the 2018 Fall Clean Communities Road Clean‑up Day for Oct. 13, 2018.
