Mannington Committee accepts state grant funds, inserts revenue under NJSA 40A:4-87 and voids stale court checks

The Mannington Township Committee on July 2 approved a set of financial resolutions that add state grant revenue to the 2018 budget and resolved several administrative finance matters.
The Committee authorized entering into a contract with the County of Salem to receive an FY2019 Municipal Alliance grant of $3,879 from the Governor’s Council on Alcoholism and Drug Abuse and separately passed a resolution asking the Division of Local Government Services to permit insertion of that $3,879 of special revenue into the 2018 budget under NJSA 40A:4-87. The Committee also approved insertion of $8,580.74 from the State Clean Communities Grant and $805.56 from the Municipal Court Alcohol Education, Rehabilitation and Enforcement Fund into the 2018 budget; each appropriation was recorded as carried by the Committee.
Separately, the Committee adopted a resolution directing the Mid-Salem County Court to void several checks on behalf of Mannington Township that were not negotiated, listing check numbers and amounts (examples included check #5543 for $1.00 and check #5652 for $8.00). The resolution instructs that a copy be forwarded to the Township Treasurer/CFO and the Mid-Salem County Municipal Court for their guidance.
All of the grant and budget-insertion motions were recorded as carried by roll call. The Committee’s actions add roughly $13,265.30 in specified state grant revenue to the 2018 budget; the Committee did not specify any further programmatic conditions attached to those appropriations during the meeting.
