District Counsel Tony Pires and district staff told the River Ridge board on Aug. 27 that new state legislation (HB7013) requires special districts to establish and publicly report annual goals and performance measures.
Staff proposed focusing FY2025 performance measures on three categories: Community Communication and Engagement; Infrastructure and Facilities Maintenance; and Financial Transparency and Accountability. The board approved the Goals and Objectives and the Performance Measures/Standards & Annual Reporting Form on a motion by Supervisor Kurt Blumenthal, seconded by Supervisor Robert Twombly.
The initial report is due Dec. 1, 2025, and staff noted the requirement that the report be posted on the CDD website. The board added the reporting deadline to its Key Activity Dates list and directed staff to incorporate the task into regular district administration.
