Lepore called the municipal budget the "most important thing" the council does and alleged the city violated NJAC 3.8 requirements concerning the "user friendly budget," saying the section must be included in both introduced and adopted budgets. He urged residents to oppose appointments and resolutions on the agenda and expressed personal accusations about specific officials and past actions in broad terms.
Council members responded during public participation and later in the meeting. One council member noted a scheduling conflict for a prior budget meeting and another said new council members were still onboarding. No council resolution or reversal of appointments occurred at the meeting.
