Sanbornton CIP committee approves minutes and begins compiling impact-fee data

The Town of Sanbornton Capital Improvements Program Committee approved its March 30, 2026 minutes and began organizing data needed to study impact fees at its March 13 meeting.
Joe Bodwell moved to approve the minutes of March 30, 2026; Selectman Mark Brown seconded and the motion "passed unanimously," the committee recorded. Selectman Brown set up a OneDrive folder for committee documents, and Audry Barriault, the committee secretary, said she "will put the data received thus far into it." Chair Andy Sanborn said he "will go through the CIP requests that were submitted over the last five years and input that information into the spreadsheet," and Audry recommended consulting recent voter guides to clarify what past funding requests were intended to cover.
Meeting participant Ray Masse suggested the committee "use the Trustee of the Trust Funds minutes to find what monies have been earmarked for capital projects." Members discussed the distinction between projects driven by population growth and items that are primarily maintenance: Selectman Mark Brown said many projects are maintenance-driven rather than growth-driven. Ray Masse noted that past growth had required the police to move from the Life Safety Building into the previous Town Office building, creating additional space needs. Audry added that "there are increasing road maintenance costs because of people getting more deliveries," and that those costs are not necessarily tied to population increases.
Selectman Brown said he is awaiting a response from the Town Administrator with data requested from the Fire Chief and the Highway Department; that information was described as necessary for the committee's impact-fee work. The meeting adjourned at 6:56 p.m., and the committee agreed to meet again on Monday, May 4 at 6 p.m. at Old Town Hall.
