Hebron council adopts clerk-position ordinance, authorizes fleet agreement to secure two police vehicles

The Village of Hebron council on April 6 adopted Ordinance 0226 (third reading), which amends the position of the village clerk of council, and approved Resolution 2604 to authorize the mayor or administrator to enter an enterprise fleet management agreement to begin procurement of two police vehicles. Both formal motions carried by recorded votes of 5-0.
Mayor (presiding) sought and recorded the motion to adopt Ordinance 0226; the mayor indicated the motion and second were made by council members on the floor and the roll call yielded an affirmative vote (recorded as 5-0). The mayor next introduced Resolution 2604 and noted the staff had identified two vehicles currently available at a dealership; staff said the procurement process was time-sensitive because the identified units could be sold by other buyers if not secured promptly. Council voted to waive the readings and then to adopt the resolution authorizing the procurement process; both votes were recorded as 5-0. The mayor also cautioned that if contractual language requires adjustment the council may need to revisit the measure.
The council acknowledged receipt and review of the March 2026 bank reconciliation (motion carried 5-0) and heard first readings of other items, including Resolution 2603 (agreement with Licking County Health Department for mosquito control), Resolution 2605 (final plat for Hebron Landing Phase 2 submitted by MI Homes of Central Ohio LLC), Ordinance 0426 (award custodial contract to Pelletier Cleaning), and ordinances to establish custodial and special-revenue funds for the Kirkersville-Union-Hebron JED/TIF accounting. Staff explained the funds are accounting mechanisms that still require auditor approval; no appropriation of general-fund dollars was requested at this meeting.
The mayor and staff said they would follow up on outstanding contract language for the fleet agreement and on procedural clarifications for fund creation; the meeting concluded with routine council member reports and community announcements.
