Columbus council adopts recreation refund policy and sets up support fund for low‑income families

The Columbus Common Council on March 17 approved a written recreation refund and cancellation policy and established a Recreation Program Support Fund intended to help families who face financial hardship enroll children in city programs.

Amy Jo, recreation staff, told the council the city previously had no formal written refund policy and proposed recovering a $10 processing fee plus the cost of program T-shirts when refunds are granted. "We don't have a basic policy in place," Amy Jo said, adding that the written rule is meant to bring consistency when refund requests arise.

Council members pressed for concrete eligibility standards before the fund is tapped. Alder Marcus Meyer said he supported the fund but asked staff to use state subsidy criteria as a model for determining eligibility and to include per‑participant and family caps to prevent abuse. "I fully support this," Meyer said, "but I would like to see using what the state uses for some of the subsidies and benefits that they hand out as well."

Amy Jo said she will apply for an endowment grant to seed the fund and, if that application is not approved, will request council budget support next year. She asked council to authorize staff to prepare policy language spelling out income thresholds and caps. The council approved the motion by voice vote.

The new refund policy and support fund are intended to provide clear, consistent treatment of refund requests and a designated resource for families needing financial help; staff will return with written eligibility criteria and caps for the council to consider.
