Hebron council holds organizational meeting; Randy Wolf elected council president

At its Jan. 5, 2026 organizational meeting, the Village of Hebron Council swore in new and returning members, elected Randy Wolf as council president, confirmed board representatives and adopted its 2026 meeting and committee schedules by unanimous votes.
The Village of Hebron Council convened its annual organizational meeting at 5:30 p.m. on Jan. 5, 2026, swearing in new and returning officials, electing a council president and setting committee and meeting schedules for the year.
Council members and appointees took oaths of office during the meeting. Jared B. Rose was sworn in as the village solicitor. Council members Jerry Carpenter, Kristen Hoskinson, Paul Marietta and Franklin Joseph Giovanelli each recited the oath to support the U.S. and Ohio constitutions and to discharge the duties of their offices.
The council moved to elect a council president by nomination and roll-call vote. Franklin Joseph Giovanelli nominated Randy Wolf, and the nomination was seconded by Jerry Carpenter. After the council closed nominations and held a roll-call vote with all present voting yes, Wolf was declared council president and recited the oath as council president.
The council then considered and approved several appointments: Edwin Unwin was confirmed as the planning and zoning board senior citizen representative; Randy Wolf and Franklin Joseph Giovanelli were confirmed as CRA (COA board) village representatives; Andrea Chapman was appointed as the Village of Hebron representative to the West Licking Joint Fire District council board; and Jennifer Kohler was confirmed as the village representative to the Board of Tax Review. Each appointment was moved, seconded and approved by roll-call vote.
On scheduling, the council voted to set regular council meetings for the 1st and 4th Mondays of each month and scheduled combined committee meetings for the 3rd Monday at 6 p.m. Council also authorized drafting legislation to formalize meeting dates and times. The council moved to appoint village administrator Zheng Heung Chen to facilitate combined committee meetings going forward.
Committee assignments for 2026 were announced and adopted by the council. Among the assignments: Carpenter will chair the finance committee; Wolf will chair the economic development committee; Chapman will chair the safety committee; Marietta will chair the water and wastewater committee; Giovanelli will chair public works; and Hoskinson will chair the personnel committee, with other members named for each committee.
The council confirmed the composition of the tax incentive review committee (tax administrator Kester and economic and community development director Meissner, with the mayor as alternate) and approved a shared income tax negotiating team that includes Kester, Meissner and the mayor. The meeting ended after a unanimous roll-call vote to adjourn.
The meeting record shows motions were moved and seconded for each item and that roll-call votes for listed items were unanimous among the members present; where individual yes votes were recorded the transcript lists the responding members by name.
