Hebron council adopts resolution setting meeting rules after suspending readings as emergency

The Village of Hebron Council adopted Resolution 26-01, which the moderator described as establishing regular and special meetings and the rules for council meetings, after the council treated the first reading as an emergency and suspended further readings.

"This is the first reading. However, I am seeking that it be treated as emergency and suspend the readings," the meeting moderator said before a motion to declare an emergency and suspend readings was moved and seconded and passed on roll call. The moderator then sought a motion to adopt the resolution; the motion carried on a unanimous 6-0 roll-call vote.

Council members did not record extended debate on the measure during the session. The council followed standard procedure by first voting to suspend readings — a procedural step that allows immediate consideration of the matter — then adopting the resolution in the same meeting. The clerk conducted roll-call votes for both the emergency declaration and the adoption.

The resolution was identified on the agenda as "Resolution 26-01" and was presented as a measure to formalize the village's regular and special meeting schedule and meeting rules. Meeting materials and the official recording, which the moderator said would be made available online, will accompany the official record once the minutes are approved at a future meeting.
