Board to continue Evolve SEL program next year with plan to evaluate and phase

The administration recommended continuing its contract with Evolve, an external provider of social-emotional learning (SEL) groups, for the 2026-27 school year while planning a measured phase-down and internalization of services.
Amy Gluck described Evolve's work as training staff to lead SEL groups and providing data analysis on impact; in 2024-25 the program included Frederick, GMS and Park and served 137 students. "They look at things like did it improve student attendance, did it improve student proficiency in their classes," she said, noting Evolve will deliver outcome data for the district.
Dr. Carmona and cabinet members urged establishing program-evaluation steps to measure return on investment and outcomes such as referrals, attendance and academic indicators. Administrators said trained staff members currently volunteer to lead the groups during win time so SEL does not displace core instructional time.
The board supported a phased approach and directed administrators to plan for program evaluation so that the district can determine which interventions to continue and which to fold into internal services without losing beneficial outcomes.
