The Columbus Planning Commission voted to approve a conditional use permit that will allow Markquart RV to use a lot in the Robins Creek Commerce Center for overflow RV staging and storage. The motion to approve the permit with conditions a through k from the staff memo passed by voice vote with no recorded opposition.
The public hearing drew remarks from Joe Henchell, who identified himself as a partner with Markquart RV. "We opened Markquart RV a little over a year ago now. We've actually exceeded what forecasted for sales targets and are looking at expanding the lot," Henchell said, explaining the expansion is intended to provide overflow inventory and to help with operations such as snow removal and forklift maneuvering.
Zoning administrator Mike explained why the request requires a conditional use permit: "In the light industrial district, outdoor vehicle displays is a conditional use," he said, adding that because the lot is being used for sales/display rather than customer parking it is treated differently than a traditional parking lot. Staff noted the applicant is using an existing curb cut, has stormwater permit plans in progress, and that city engineering completed a review with recommendations in the packet.
Commissioners questioned whether the area would be treated as a parking lot for code purposes — which would trigger striping, landscaping and lighting standards — or as outdoor sales/storage. The applicant clarified the intended use is overflow storage for new inventory, not a customer display area for walk‑in traffic. Commissioners and staff discussed coordination with an adjacent property owner to address a drainage swale; staff said that is largely a private coordination issue but that stormwater plans are already in process.
Commission debate centered on which staff‑recommended conditions to make part of the permit. The Chair said she was most comfortable applying conditions a, b, d, f, h and i; other commissioners argued for keeping all conditions (a–k) to ensure code and site plan requirements are captured. Ultimately a motion to approve "with the conditions mentioned in the staff memo a through k" was made and seconded; the commission approved the motion by voice vote.
Zoning administrator Mike said the approved conditional use permit will be forwarded to City Council for final action and is expected to be scheduled for the Council meeting in early April. Any remaining technical items such as detailed landscaping or lighting plans will be handled through site plan review or addressed before Council as needed.
The commission moved on to its next agenda item after the vote.
