Council pauses Westhaven rehabilitation plan over ADA and procurement questions

The Columbus council discussed a proposed expansion to the previously approved Westhaven rehabilitation project April 8 after HLPC requested additional work to move handicap access from the front door to a side entrance and to add two matching side doors.
HLPC representatives explained the change would improve turning space and future accessibility. "Put the handicap accessible door to the side facing the boy scouts," an HLPC member said, describing the benefit for circulation and to site design.
Councilors expressed concern that replacing only the front doors without addressing accessibility could create ADA compliance risk. Multiple members urged that a larger scope of work that exceeds $25,000 must be publicly bid; others recommended staff and the city attorney review the appropriate procurement path and legal consequences before the council approves additional expenditures.
After extended discussion, the motion to approve the additional work was withdrawn. Council directed staff to consult municipal counsel, have public works coordinate the procurement and bring legal guidance and a recommended procurement path back to council before any contracts or awards are made.
