The Torrington Wetlands Commission agreed to continue a public hearing on an application for 2904 Winstead Road after the applicant’s representative said more time was needed to complete soil testing and updated mapping.
Martin Connor, representing the applicant, told the commission that the original application had been revised: “We have withdrawn the new building that was on the original application and corrected the dimensions on the addition,” and that the project’s surveyor was unexpectedly absent and the soil scientist was conducting additional testing to respond to the consultant’s memo. The application as presented includes a 31-by-40-foot addition to an existing garage and a proposed 2,500-square-foot wetlands restoration area to mitigate drainage impacts.
Commission members discussed how long to extend the hearing. A committee member moved to continue the public hearing to the next meeting and another member seconded the motion; the commission approved the extension by voice vote and left the hearing open. Staff said the applicant had emailed consent to the extension and that the commission expects updated plans and the soil scientist’s findings before agent action or final approval.
The applicant and staff will return with corrected plans and mapping; the hearing will remain open until the commission has the requested materials.
