Seward council approves consent package, awards three-year refuse contract and OKs Walker Road survey

The Seward City Council approved a multi-item consent package and several staff-recommended contracts during its regular meeting, moving forward with a Walker Road survey, a three-year refuse contract and a surplus-vehicle auction notice.
At the start of the meeting the council treated the first five items as a consent agenda; the City Manager moved the consent agenda and a second was recorded. The council approved the package by voice vote.
City staff introduced two special-designated liquor licenses for events tied to Straight Path LLC: one at 548 Seward Street on Aug. 15, 2026, and another at 626 Seward Street (Burrows Flower Shop) on Aug. 20, 2026. Chair said local recommendation factors into the state control commission’s decision, and the licenses were approved as part of consent.
Mike, a city project presenter, described a task order with Gemmer Associates to perform survey and geotechnical work for Walker Road so design can begin before Oct. 1. "This task order here is for a survey of Walker Road," he said, adding staff hopes to have design finished, bid in winter and construction in fiscal year 2027. The council moved, seconded and approved the task order; the clerk displayed a recorded vote of 8–0 in favor. The stated cost in staff materials was $18,903.
Public-works and procurement staff (Derek) summarized a recommendation to accept a three-year refuse-services bid. "The 3 year total would be $44,004.24 if we want your EAD, beginning on 10/01/2026 through 09/30/2028," Derek said, and he contrasted that with a competitor bid of about $58,249 for the same term. Staff recommended the three-year contract as the more economical option. The council moved, seconded and approved the three-year contract.
Council also introduced Resolution No. 2026-13 to declare a 1999 bucket truck surplus. Staff said the electric department replaced the vehicle and, after checking interdepartmental need, the truck will be listed on Purple Wave for online auction.
Finally, the council approved a compilation engagement letter with AMGL to prepare city budget forms required under the Nebraska Budget Act for fiscal year 2026–27. Staff said the firm helps fill out complex state forms and provides benchmarking assistance.
Next steps: staff will finalize contracts and task orders, publish the surplus auction on Purple Wave, and return any formal contract documents or budget materials for final signatures and public record.
