Big Bear City CSD approves $260,111 proposal to pursue DWSRF PFAS funding and well replacement

The board approved a $260,111 proposal from Water Systems Consulting to prepare Drinking Water State Revolving Fund Emerging Contaminants applications and provide administrative assistance to address PFHxS contamination and to plan drilling a replacement well (Well 11).
Water Superintendent Jerry Griffith told the Board on June 15 that PFHxS was detected above the notification level in the Rowe Blending Reservoir (initially reported Nov. 4, 2024), and that Wells 1, 1b and 4 had been taken out of service as a result. Griffith said staff is pursuing Drinking Water State Revolving Fund (DWSRF) Emerging Contaminants funds, which include grants or principal forgiveness, to help cover PFAS-removal costs and the drilling of a replacement well (Well 11).
Staff recommended retaining Water Systems Consulting (WSC) to assist with construction applications and administrative tasks for the DWSRF Emerging Contaminants program. The Board approved a $260,111 proposal from WSC to provide those services. Staff said they will next prepare a scope of work and bring a professional services agreement back to the Board for execution as needed.
The approval does not itself commit DWSRF funds; the consulting proposal is intended to position the District to apply for grant/principal-forgiveness assistance to fund construction and treatment work. Public comment was received during the discussion but no public speaker statements are recorded in the minutes.
